PM Hun Sen Signs Sub-Decree to Raise Pay of Civil Servants

PHNOM PENH: Prime Minister Hun Sen signed a sub-decree increasing the salaries of civil servants on Thursday, 5 January 2023.

According to the draft Law on Financial Management 2023, which was approved at the Council of Ministers' Plenary Meeting on 28 October 2022, the minimum salary of civil servants will rise from 1,172,500 riel in 2022, to around 1,300,000 riel in January 2023.

The salaries of teachers and physicians will be increased from 1,272,500 riel to approximately 1,400,000 riel, while the salaries of soldiers will be increased from 1,122,500 riel (excluding rice provision) to approximately 1,251,000 riel (excluding rice provision), or approximately 1,309,477 riel with rice provision included.

In addition, the salary of police officers will be increased from 1,256,977 riel (including rice provision) in 2022, to approximately 1,384,477 riel (including rice provision) in 2023.

Along with the plan to increase the salaries of public officials, the Royal Government has also prepared a budget of more than 9.5 trillion riel, or about US $2.2 billion, to pay for the expenses of civil servants in 2023.

It should be noted that the sub-decree to increase the salary of civil servants will be implemented from 1 January 2023 onward.
